The story is set in the docks of San Francisco, where Nazi spy Carl Decker (Naish) poses as a harmless optometrist. The film opens to where Decker is being robbed of his codebook, which also contains the names of all the enemy agents in the area. Decker andMarlow (John Carradine), another spy who just arrived in the area tohave his orders decoded by Decker, go off in search of the present owner of the book, who is also one of the Nazi spies operating in the area. Marlow, however, has a nasty streak to him, and ends up murdering a few people in his quest to retrieve the code book. He ends up black mailing the owner of a boarding house owner, Mrs. Hausner with impending threats to her family still living in Germany, and notbeing shy about using his gun when the situation arises. Marlow eventually shoots another Nazi collaborator Maxwell Kramer, who is running out and Marlow believes will rat on him and Decker, and the crime is pinned on Jerry Donovan (Terry Frost), the fiancé of Mrs. Hauser's helpless daughter, Freda (Maris Wrixon). Jerry, who was about to take a loan from Maxwell, was at Kramer’s office when the murder took place, and was caught at the wrong place at the wrong time. In the mean while Kramer had earlier warned the FBIa bout the presence of Nazi spies in America to safeguard the interestsof other German Americans, which results in a raid at Deckers shop and many spies being caught except Marlow. Eventually Marlow has to prevent the Maxwell murder from coming back to him, while avoiding capture at the same time.

EDITORIAL REVIEW: John Carradine was one of the most familiar ofall character actors;he enjoyed a long and prosperous career in films,theatre and television. Tall, gaunt and dark with beady piercing eyes,he seemed a menacing figure especially with his booming, resoundingvoice. In films he played mostly character roles and quite solidly. Fora brief time he billed himself as Peter Richmond and John Peter Richmond.
While J. Carrol Naish, an Irishman was best known for playing Latin, Arab, and East Indian characters. Naish played virtually every ethnic type in movies, including blacks and Orientals-but almost never an Irishman! Pretty good war time espionage flick with good performances from Carradine and Naish. Therest of the cast is standard for a PRC production.
